In his opening remarks at the 30th Anniversary Thematic Lecture of the Ombudsman Institution, held at the Parliamentary Chamber in Valletta, Speaker Anġlu Farrugia delivered a strong message about the enduring value of truth, transparency, and public integrity.
“And truth—let us remember—is the one thing no institution, no narrative, no political preference can overturn,” said the Speaker, underlining the Ombudsman’s critical role as “a sentinel of the people and a bulwark of justice.”
Speaker Farrugia commended Parliamentary Ombudsman Judge Emeritus Joseph Zammit McKeon for his leadership and clear vision for good administration. He warned against political proximity, stating that “institutional independence is best preserved through daily conduct and measured judgment.”
The event also featured keynote remarks by Advocate Kholeka Gcaleka, Public Protector of South Africa. Speaker Farrugia described her as “a woman of exceptional legal stature” and praised her leadership in governance and human rights.
The Speaker called for principled public service, noting, “Integrity must be felt in every action, not claimed in every speech.” He urged institutions to stay true to their duty: to serve citizens without fear or favour.
“Let us not pretend impartiality is guaranteed by statute. It is guaranteed by conduct.”
