Brussels, 17 October 2025 — Graham Bencini represented Malta’s House of Representatives at the Interparliamentary Committee Meeting on “The Taxation of Digital Activities at National and International Level”, hosted by the European Parliament’s Subcommittee on Tax Matters (FISC).
The high-level meeting gathered parliamentarians from across the European Union, alongside representatives from the OECD, the European Commission, national tax administrations and leading economic experts. Discussions centred on the future of digital taxation, the implementation of Digital Services Taxes (DSTs), and ongoing negotiations related to the OECD/G20 global tax reform.
Among the keynote contributors were Benjamin Angel from the European Commission, María José Garde from Spain, Marco Iuvinale from Italy, Marisa Ribeiro Ouro from Portugal, Dr Giulia Aliprandi from the EU Tax Observatory, and Cristina Enache from the Tax Foundation Europe. The session was chaired by Pasquale Tridico, Chair of the Subcommittee on Tax Matters.
In his address, Graham Bencini reaffirmed Malta’s commitment to a fair and transparent international tax system that also safeguards the competitiveness of small and open economies. He stressed the importance of maintaining the EU’s diversity of lawful tax systems and avoiding reforms that could erode tax sovereignty or penalise smaller nations.
Bencini also highlighted that while progress on the OECD’s Pillar One agreement has slowed, continued dialogue remains crucial to prevent the adoption of unilateral taxation measures that could threaten global tax stability and trade relationships.
