A Maltese parliamentary delegation composed of Hon. Edward Zammit Lewis and Hon. Bernard Grech took part in the LXXIV COSAC Plenary Meeting held in Copenhagen between 30 November and 2 December 2025. The meeting formed part of the parliamentary dimension of the Danish Presidency of the Council of the European Union.
During discussions on “A Strong Europe in a Changing World”, Hon. Zammit Lewis highlighted that a stronger Europe must also be more competitive. He emphasised that Malta’s constitutional neutrality has never prevented it from taking clear positions, including its strong stance on Russia’s aggression against Ukraine. He also stressed that Mediterranean security remains essential for wider European stability, particularly in areas such as migration, maritime cooperation and energy.
Another session focused on EU trade policy and the agri-food sector. Hon. Grech underlined the key role of farmers in sustaining Maltese communities and ensuring national food security. He called for a balanced approach to the green and digital transitions that recognises the needs of smaller Member States.
During the final discussions on EU enlargement, Hon. Zammit Lewis reiterated Malta’s support for a credible, merit-based enlargement process, backed by institutional reforms and unity among Member States.
The meeting concluded with the adoption of updated COSAC Rules of Procedure and the approval of the conference’s Conclusions.
